The plenary session “The system of interaction with social partners as a factor in the development of the educational space” was held on the basis of the Kostanay Higher Medical College, 11/15/2019. The plenary session was attended by: 

Sydykova Saule Ilyasovna, Director of the Department of Science and Human Resources of the Ministry of Healthcare of the Republic of Kazakhstan, Candidate of Medical Sciences 

Beksultanova Angela Aydarbekovna, Deputy Head of the Department of Health of Akimat of Kostanay region. Baigozhina ZaureAlpanovna, Head of the Department of Medical Education Development of the Republican Center for Healthcare Development, Candidate of Medical Sciences 

Social partners of the Kostanay Higher Medical College: Yuri Sergeyevich Moiseyev, Head Doctor of the Kostanay regional hospital; 

Irina Anatolievna Shteigerwald, Head Doctor of the Kostanay regional emergency medical station; 

Bisenova Margarita Viktorovna, Head Doctor, Polyclinic №4, Kostanay; Shapovalova Ilona Valerievna, the main Nurse of the Kostanay city hospital, a member of the Pedagogical Council of the College. 

The leaders and representatives of medical colleges came from the Republic of Kazakhstan and the Russian Federation. Therewere 56 participants. 

The aim of the plenary session was to exchange experience in organizing interaction with medical organizations in the framework of training specialists taking into account the requirements of modernizing medical education, as this helps to achieve the main goals - providing healthcare with professional mid-level personnel and improving the quality of medical care for the population. 

Saule Ilyasovna, Director of the Department of Science and Human Resources of the Ministry of Healthcare of the Republic of Kazakhstan, Candidate of Medical Sciences made a speech at the Plenary session. She touched on topical issues of the strategy for the development of Nursing in Kazakhstan. In particular, it was said that “The time when the Nurse played the role of the right hand and the doctor’s assistant was in the past. To date, the nurse is an independent specialist who takes patients. But, despite the adopted reforms in nursing, there are still a number of problems that hinder the development of the specialty. Such problems include: the unpreparedness of the population for the individual appointment of nurses, the unwillingness of doctors to delegate authority to nurses, considering them only medical assistants, the lack of standardized procedures and the lack of a career ladder. All of the above problems require complex solutions.". S.I. Sydykova noted - “In the new model of Nursing services, Medical Colleges and Higher Medical Colleges will have to be responsible for the quality training of Nurses, they will have to actively cooperate with Higher educational institutions, exchange experiences, improve the level of teachers and students, and most importantly, they will create conditions to ensure the trinity of science, practice and education in Nursing, as universities have tremendous clinical potential. Medical colleges are central to delivering well-trained nurses to practical health care. In this regard, colleges will continue to improve institutionally, become centers of excellence, and the requirements for their material, technical and pedagogical support will increase. ” 

Baigozhina Zaure Alpanovna, Head of the Department of Medical Education Development of the Republican Center for Healthcare Development, Candidate of Medical Sciences addressed the issues of developing the professional environment of nursing specialists with different levels of training (Model Education Program, applied baccalaureate, academic baccalaureate, magistracy). 

Kuzmina Svetlana Alexandrovna, Director of the Medical College of the South Ural State Medical University, Chelyabinsk, Russian Federation spoke about the Social Partnership in the formation of general and professional competencies among graduates of the College of Medicine of South Ural State Medical University. 

Head Doctors of medical organizations of the Kostanay region supported the direction of reforms in the healthcare system and noted the close relationship with Kostanay Higher Medical College for the training of future mid-level medical specialists and nursing specialists of the Applied Bachelor qualification.  

Yu.S. Moiseyev, Head Doctor of the Kostanay Regional Hospital, noted that KHMC and the regional hospital are working together to upgrade the status of a Nurse and raise the educational level of mid-level medical specialists to qualify for "Applied Bachelor". I.A. Shteigerwald, Head Doctor of the Kostanay Regional Emergency Medical Station, touched upon the importance of training medical workers in the specialty “Curative Affair”, qualification “Paramedic”. “Kostanay Higher Medical College is the main provider of personnel for the Ambulance of the Kostanay region,” said Irina Shteigerwald, “... therefore we start working with students in the first and second year, we hold an Open Day, where future specialists immerse themselves all day in the work of the Ambulance Paramedic.” 

30 graduates of the Kostanay Higher Medical College joined the ranks of Ambulance last year. 

Bisenova Margarita Viktorovna, Head physician of Polyclinic No. 4, Kostanay, raised the issue of the importance of interaction between a medical organization and a college, she noted that today students are raising their educational level to a specialist in nursing qualifications for an Applied Bachelor ....... nurse, and carry out their activities as mentors ....... 

I.V. Shapovalova, the main nurse of the Kostanay city hospital, she noted that the city hospital was one of the main clinical bases for the Kostanay Higher Medical College. At the main clinical base, students had practical training and practiced practical skills in the classroom in specially designed rooms for this purpose in the hospital building. 

In general, at the plenary session, those presents noted the interaction of medical organizations with KHMC, and also expressed their readiness to take advantage of the experience of Kostanay Higher Medical College.
