Section for elevating of paramedics’ qualification
The section is structural division of college; it is opened by №64-к order of the regional government of health service from 09.04.1996 (after reorganizing analogous courses in regional hospital). Section for elevating the qualification works from 01.01.1999 on full self-sustained system. Establishment provide 1 rate for manager – vice-principal of professional education, 1 rate for assistant, 1 rate for filer. Regional simulative centre works in section from 2014, where work 2 coaches. Technical support and educational-methodological support realize in system of college. The section preside with regulations to prepare secondary paramedics by order № 691 Health Ministry of Republic of Kazakhstan from 11.11.2009. The order № 433 Health Ministry of Republic of Kazakhstan “About statement of rules of elevating qualification and retraining medical and pharmaceutical staff” also the order № 788 Health Ministry of Republic of Kazakhstan about governmental standards for additional education by medical and pharmaceutical professions in Republic of Kazakhstan affirmed from 26th November 2009.
The planning of work of section for elevating qualification works as follows to make the system of after diploma preparing specialists of secondary member flexible and conform for real needs of health service maximally. The schedule of specializing and improvement for next year is based on applications (HPhS), which is conformed to head of health administration and affirmed by director of college. During the year plan can be updated by adding unplanned cycle of education including departure cycle inclusive of changing the needs and wishes of regional medical organizations.
Improving the effectiveness of educational process is achieved by using modern resources and methods of education, using technical support in classrooms and laboratories of college, actualizing professional trainings, business games, analyzing concrete situations. Practical activity for audience provides in the best regional health-prophylactic institutions, which is important aspect of evolution the quality of elevating qualification and it promote to revise theoretical knowledge on practice. List of base institution for section of elevating qualification is affirmed by order of regional administration health service. Trainings for simulating equipments using as phantoms and waxworks, also high intellectual robotized patients’ models provides according to applications by schedule. Regional simulated centre in Kostanay medical college is used for providing assessment of knowledge and practical abilities in certification and appropriation of qualifying category for doctors and secondary medical paramedics.
Content, effectiveness and quality of education is defined by staff of teachers. Nowadays the most experienced teachers of medical college with first and the highest qualifying categories are engaged for teaching in section of after diploma preparing, practical doctors, nurses, the main supernumerary specialists of regional administration of health service, lawyers, psychologists, economists, totally 139 people, they are 92 people with the highest qualifying categories, 22 people with the first categories, 3 people with degree of medical science.
